On October 10, 2013 my registered RRSP that is protected by the Canada Pension Benefits Standards Act 1985 was transferred in from the Scotia Bank in the Amount of $39,118, 61 to the Conexus Credit Union at 80 High Street West Moose Jaw SK. CA. Into Accont 11901592 Contract 1057060 at 1.900% for a locked-in GIC to mature on October 10, 2014 ( Kathy Stevens, Relationship Manager). On May 06, 2014 I received a telephone call from Heather Cockburn at Conexus that a Carla Knull of the Ministry of Saskatchewan Social Services had called in about my RRSP. So that date I went to the Conexus Branch in person and was met by Heather Cockburn and Travis Gansuage Sales and Service Manager at Conexus. I learned that Carla Knull Government of Saskatchewan Minstry of Social Services 36 Athabasca Street West Moose Jaw SK CA Phone: 306-694-3647 Fax: 306-694-3418 was trying to obtain information regarding my protected financial product a locked-in RRSP GIC protected by the PBSA 1985. I was upset as I know that from my banking records that Saskatchewan Social Services obtained the full amount of in excess of $29,000.00 from my locked-in RRSP GIC that was held at Bank of Montreal BMO in April of 2005 and matured at January 01, 2006 and they did not release until May 06,2006 when I transfered it to the Canadian Western Trust in Victoria. I said to Travis Guansage that I was mad and was going to sue Saskatchewan Social Services. At that point Travis Gaunsuage kicked me out of the Conexus Credit Union Branch. My account was collapsed at Conexus on May 07 ,2014 and transfered to the RBC on May 22, 2014 in the amount of $39,574.74. RBC locked it in to a Locked-in RRSP on May 30, 2014 and paid me out $11.31 in variable interest. However Conexus did not pay me out any interest after May 07, 2014. I feel that I have been accused of being threatening to Conexus Staff for no good reason and also believe that since the Sales Manager Travis Gaunsage is married to Saskatchewan Social Services worker that I was black listed for no good reas on and that Carla Knull my Assured Income Worker for SAID planned this event as they already pulled my pension funds in April/May 2005.

On May 16, 1996 Canada Pacific Rail forwarded a final value of $22,021.23 to a locked-in retirement vechicle at the Bank of Montreal.
My concern: is that; there is a discrepancy from the amount that Canada Pacific Rail sent to Bank of Montreal and the actual amount that was invested to Bank of Montrreal. That is that Canada Pacific, states they sent a final value of $22,021.23 to a locked-in retirement vechicle at the Bank of Montreal. However, my receipt signed by Cori Stewart on March 22, 1996 of Bank Of Montreal, 2nd Floor-1216-10th Avenue Calgary AB, Canada and by Karen Pringle Bank Of Montreal, Moose Jaw Saskatchewan states there was a deposit of $ 19,790.77 on January 8, 1996.
As per The Access to Information Act, could please account for this discrepancy and send me orginal copies of the actual amount invested at The Bank Of Montreal in Moose Jaw, Saskatchewan on May 16, 1996.

First, I would like to provide you with information about who we are and what we do. FCAC protects and educates consumers by:
·Making sure that banks, federal loan and trust companies, and federal insurance companies obey certain laws that protect consumers called consumer provisions.
·Monitoring agreed-upon codes of conduct and public commitments made by these same institutions.
·Informing Canadians about financial services and products and about their rights.
·Telling consumers who they can contact if they have problems that FCAC does not deal with.
This being said, FCAC does not have jurisdiction over the rules that govern locked-in RRSPs. However, with respect to your questions about the third party that put a hold on your RRSP, you may wish to address your concerns to both TD Canada Trust and BMO through their complaint-handling processes. Banks are required by law to have in place a complaint-handling process to help resolve disputes between consumers and their financial institutions. This process includes a third-party dispute-resolution body called the Ombudsman for Banking Services and Investments. The Office of the Superintendent of Financial Institutions (OSFI) is responsible for the regulation and supervision of federally registered private pension plans. The applicable legislation with respect to a pension plan depends on the nature of the work, business or undertaking being performed. The Pension Benefits Standards Act (PBSA) applies to federal undertakings such as banking, airlines, telecommunications, interprovincial and international transportation. If you would like to provide us with the originating pension plan name, and registration number if available, we would be able to confirm that your RRSP funds are indeed administered under the federal PBSA.
Under the PBSA, a pension benefit cannot be seized as long as it remains in a pension plan or in a locked-in vehicle such as a locked-in RRSP. However, in the case of a marriage breakdown, pension assets can be subject to applicable provincial property laws, and the PBSA permits the division of pension assets by court order or written agreement under these laws.
Without any more information, it is not clear at this time how OSFI may be of further assistance. If you would like to write to us again with your specific questions, we would be happy to look into your request at that time.

That being said,when you open an RRSP account at a federally regulated financial institution, the institution must provide you in writing with certain information about your account and how it will work. This includes:

  • a copy of the account agreement within seven business days after the account is opened
  • information about all charges applicable to the account
  • information about how you will be notified of any increase in those charges and of any new charges applicable to the account
  • information on the financial institution’s complaint-handling procedures.

If you believe that your bank is not following the regulations as described above, please provide our office with additional details so that we may look into the matter further.

All banks must have a process to help resolve disputes with their customers. This process includes an independent external complaints body. Her first withdrawal of my pension funds occured between May 21, 1996 and June 16, 2000. Also the Bank of Montreal released the amount of $27,000.00 on or approximately April or May of 2006 to a unidentified third party. The third partyies included the Ministry of Employment and Income Assistance now known as the Ministry of Housing and Social Development in Victoria BC Canada and the Government of Saskatchewan Ministry of Social Services. Please take the time to review the pictures of my personal information from May 21, 1996 to May 6, 2006.

I believe that my caseworker Patricia Armstrong-Wilson BSW, Supervisor Income Assistance 36 Athabasca Street West and her supervisor Clinton DeMarce Manager Service Delivery Swift Current and Region, have deliberately colluded to deny me entitlement to monies for the months of June , July, August of 2012. As I was accepted as a client for Saskatchewan Assured Income for Disability in June of 2012. It is my understanding that all SAID clients as of June 01, 2012 are allowed to retain their Saskatchewan Rental Housing Supplement, In my case:
Re: Tim Tremblay 2581999 I have only been allowed to retain my Saskatchewan Rental Housing Supplement for the months of September and October of 2012 and was denied the entitlement to those monies for the months of June, July and August of 2012 without receiving any written notification of this decision to deny me these benefits in which I believe I am entitled to. As, Patricia Armstrong-Wilson BSW, Supervisor Income Assistance my case worker has  deliberately neglected to notify me of this decision in writing so that I am unable to appeal to neither the Regional ( Local ) Appeal Committee or the Saskatchewan Social Services Appeal Board regarding this decision. I feel that this deliberate abuse should be directed to the Premier, Honourable Brad Wall.

Premier Announces Plan To Improve Quality of Life for Persons With Disabilities

October 17, 2011

Premier Brad Wall today announced the Saskatchewan Party‘s plan to improve the quality of life for persons with disabilities through a major expansion of the Saskatchewan Assured Income for Disability (SAID) program.   “If re-elected it will be the Saskatchewan Party government’s vision and goal to make our province the very best place in Canada to live for those with disabilities,” Wall said. “Building on what we have already done, this is another important step in making that vision a reality.”   In 2009, the Saskatchewan Party government created the SAID program to provide long-term support that was distinct from social assistance for persons with significant disabilities. The program currently supports individuals in residential care – about 3,000 people in Saskatchewan.   The Saskatchewan Party plan will expand coverage to persons with disabilities living outside residential care – about another 7,000 individuals – for a total enrollment of about 10,000 people. A re-elected Saskatchewan Party government will also increase benefits over the next four years by $100 a month ($1,200 a year) to individuals in residential care, $350 a month ($4,200 a year) to single persons living outside residential care and $400 a month ($4,800 a year) to couples living outside residential care.   The expansion of the SAID program will cost $18.4 million in the first year, increasing to $33.3 million in year four. Wall said this is the most expensive campaign promise the Saskatchewan Party will make in its 2011 election platform.   “Our campaign platform is very financially responsible, but this is an area where some additional dollars need to be spent – helping people with disabilities,” Wall said. “I think this shows the priorities of our party, and it shows why growth is so important – because it means we can do more to help those with special needs.   “Our government has worked hard to improve the quality of life for persons with disabilities through things like the new SAID program. You Fucking Scum Bags have made my life hell. From the time I arrived in Moose Jaw. Everything from trying to delay my housing, ignoring Doctor’s orders, to charging me with trespassing. You all fucking suck you Fucking Nazi’s. And further Warren Michelson’s Denise Arnold filed a complaint with the city of Moose Jaw Police Service as the police attended my home on June 17 ,2012 threatening to charge me with harrassment , slander and defamation. The police officer assured me that my blog makes me look bad and that there are better ways to communicate. In the first place I did communicate in a appropriate manner, but yet I was slandered threatened and assaulted by members of the Ministry of Social Services. In all rational thinking you would think that when a constituient attended an MLA’s office with these types of complaints regarding civil servants that the issues would be addressed in a appropriate matter, but with all sincerity I believe that Denise Arnold and Warren Michelson MLA are not doing their job, and reportedly Warren Michelson MLA is  on special goverment team appointed by Premier Brad Wall to defend the Ministry of Social Services.
Clinton DeMarce, of course I was not legally entitled to receive excess shelter payments for the period July 2011 till May 2012 under Income Assistance Regulations, because I was entered into the Social Assistance Program incorrectly by Lee-Anne Jelinski and Patricia Armstrong-Wilson Supervisor Income Assistance Moose Jaw, Saskatchewan. If I was entered in the system correctly I would have been exempt under Social Assistance Program regultaions  as so many of your clients are  ie. ( Doug Ross, Leona Blake both live in accomodations where the rent is in excess of what Income Assistance pays for rent  on SAP and SAID  and they are not being billed overpayments for excess shelter  as they live in places over what welfare pays for rent and they qualified to legally receive excess shelter payments.  So it doesn’t matter if I appeal to the Saskatchewan Social Serivces Appeal Board regarding be billed for excess shelter payments, because legally your appeal board in Saskatchewan is corrupt and now that I am in receipt of Saskatchewan Assured Assistance for Disability I am eligilbe for excess shelter payments. Get off the fucking crack Clinton DeMarce and Patricia Armtstrong-Wilson Ministry of Social Services Moose Jaw Saskatchewan. Please open the following blue links to see appeal:

I realize that I am marginalized. However, during the month of June I was screamed at by Amanda Plummer of your office. I am being treated different then anybody else on welfare disabilities. On June 29, 2011 my landlord stated to me she received a phone call from Pat Armstrong-Wilson whom was requesting my landlord do the work of a Social worker I understand there was a mail strike however if the landlord would have waited to receive the letter of guarantee for my security deposit the records show my landlord did not receive this letter until July 22, 2011. Also Lee Ann Jelinski and MLA Deb Higgins office also clearly indicated to me that I would receive the amount of $70.00 for my Disability Allowance so why is that I am receiving only $50.00 for my Disability Allowance. All that I see here is clearly abusive and I want to know if your Ministry of Social Services should be renamed to the Ministry of What Medical Form are You Talking About ?

IE: My medical report for special needs for an orthopedic bed was resubmitted on August 05, 2011 as per Janet Dillabaugh’s… instructions. Also on the medical report is a waiver to release information that I signed to allow Dr. Thourpe to release any further information you needed. So why is that I have to go to a beligerant MLA’s office on Tuesday August 23, 2011 to find out that Pat Wilson’s decision for the special needs is unfavouralbe until Social Services gets more information from Dr Thourpe that the Ministry delayed in doing… until Deb Higgins MLA office contacted Pat Armstrong-Wilson, so I conclude that your Ministry is highly mentally abusive and that yourself and your Ministry does condone Mental Abuse.

My social worker an EAW by the name of Lee Anne Jelinski denied me assisatance for housing for the month of June without creating an overpayment for June. I would like to request an appeal to this decision and am considering filing an Human Rights Complaint against Moose Jaw Social Services. Could you please respond to men in writing. In addition, the Public Disclosure Act relates to disclosing information about serious criminal offenders to protect victims and the public. For example, FOIP will apply to:

  • provincial agencies, municipalities,
  • universities, colleges, schools, and
  • Crown Corporations.
